I bought 2 of these cables as quite a few youtubers say to do so because of quality control issues from cable suppliers. Both cables work great. With my Anker 250w power bank I see the mini Starlink go from 17w to 19.9w and then up to 22.7w to 34w, it has settled back to 19.9w. It is recommended to connect to a USB-C PD100w power source. It is possible that people are connecting these to a power source that is at the Starlinks power threshold. So far I would say a 65w power source could work with not much leeway and showing false issues. Something to think about.

Does NOT work with the Starlink Mini
 This cable does not work what so ever. Was tried with multiple PD 100w+ devices and fails to initiate the handshake with the power bank in all attempts. The cable will initially call for the appropriate voltage, but when the starlink requests less wattage after initial power on, the mini gets stuck in a boot loop as the voltage sags.See attached video of the wattage surging, and then going back to practically nothing. Save your money and try another solution.
